Yes, discussion of it being based on poor pilot plant results doesn't stack up to me. It hasn't even finished commissioning yet!
It is plausible that someone has liked what they have seen so far and decided to pull the trigger early, but you can't say the results are poor until it has run continuously, which won't be for another month.
Or it could be completely unrelated, and actually be connected to the location negotiations. Or something else.
