It seems implausible to me that management, with their stewardship thus far, would choose to do a capital raising due to the poor performance of a pilot plant. It's completely dissonant with everything I've seen from them thus far.
It seems likelier that (a) there've been some positive early pilot plant developments that have convinced investors, (b) a milestone has been reached that has triggered a pre-determined decision by management to announce a CR due to lowered risk; or (c) a permit or something similar for a new location has been granted which necessitates capital raising.
When I say 'seems likelier' it still means I have ZERO idea.
