    I have a feeling the CR has already been agreed upon with someone and they needed to announce something major before they would part with the funds... Either that or getting SH more reason provide funding - i said weeks ago that i wouldn't see much issues with a CR as they are kicking goals and getting traction... I personally wasn't expecting something like this as an announcement but yup it is big so really couldn't see why SH wouldn't provide additional funding.
