It's an anomaly because the TH started before the market opened. It just means someone had a bid in at 2.8c that never executed before the TH.
The commsec app shows a bid for around 55k shares at that price, but there's also a stack of unfilled sell orders down to 2.2c and a surplus volume of -1.1 million. According to my app if the TH lifted now and the orders all executed then the resulting price would be 2.4c.
