I think you may be bang on with that second paragraph Maggie. The Bayu Undan (Now In Timorese Waters) only has a few years of production left. The Greater Sunrise field which is now approx 66% owned by Timor (and no doubt assisted by the Chinese) is a long long way from production.
Buffalo on the other hand could be a lot closer to producing and therefore making money for the TE government. I wouldn't be surprised at all if the TE government want a substantial share in our buffalo and want to get the ball rolling ASAP after treaty ratification.
