The report clearly states that the cash in hand at that time was anticipated to reach mid calendar year 2020.
The CR documents state that it expects the cash reach subsequently to reach out to end of calendar 2020.
Claiming that the company has lied is a very serious allegation.
You may want to dial the hyperbole down a notch or two.
