I think it's because we have seen what retail holders with small parcels can do to the share price on a daily basis. Big gains and retreats can be made with relatively small numbers of orders and holdings over the course of days. So I think the approach that LTR management are taking with this CR is to try to get bigger holdings in smaller numbers of hands and reduce that volatility a little bit. Sure it's harder for retail investors to get in, but that is kind of the point with this approach. IMO anyway.
