ASX requirements state the granting of a mining license requires Chairmans sign off, so if it was received over the weekend, it may need to go through a Board resolution to approve, and or circular resolution.
Could be also waiting on formalised document after perhaps an indicative grant (allowing for time differences too).
Nothing out of the norm here IMO.
