I believe the original point you were trying to make was that in some hypothetical world if Fukushima never occurred PDN would have been able to pay back their debt, right?
The reality is Fukushima did happen.
J.B. and his team didn't react fast enough and that exposed and magnified their poor investment decisions pre Fukushima.
