It's extreme either one way of the other..
Either very good news, or very bad news.
I'm leaning towards good news. Not by my own sentiments, but by how the news was delivered.

I believe this was two fold.
1. They've just fulfilled (to an extent) their "promised ann" by Q3 in a round about way as there will be no trading in Q4 until we have news.
2. It's less likely to be bad news or they would have just dumped on the market at market close and still have delivered upon their promise.

Right now they are probably trying to gloss the ann so it reads well for the shareholders, awaiting approval from IMEC before it's released.
The BOD is smart and realizes that any wrong release and it could cost them their agreement with IMEC, especially if it's a continuation.

I'm not convinced we aren't looking at another iteration, but I believe we are very close to the finish line.

There's nothing here that spells really bad news, but anything is possible.
