A plant would cost circa $20m - $50m.
If they build one, they could borrow from a bank (unlikely bank would feel comfortable lending to such a small company).
If not borrowing, they would raise the money by selling more shares (and that is where the dilution comes from unless you invest more cash to take up your share of that capital request).
