You need to look at the motivations of the different iterations of management.
With all due respect the previous generation were funding a lifestyle and this one has a serious vision and the intent and ambition to implement it or get paid a lot to have it taken off their hands. Plus their timing is good as the article above re Canavan attests as does the parlous (read broke) state of the NT economy and the desire of the Govt to get anything in their coffers from gas royalties.
You need to look at the motivations of the different iterations...
