My general understanding of SPP, current shareholders are eligible to participate (that you are a current holder on a cut-off date).
Generally, eligible participants is able to buy via electronically (e.g. BPAY) or paper application, and generally allow to buy up to $30k. In the case SPP is oversubscribed, company will scale back everyone's buy orders, and excess money is refunded to applicant.
So, it is not an automatic allocation of shares to current holders. Because not all current shareholders would want to participate.
