Muad'Dib, I'm not certain ATC's use of "urged" denotes time pressures. "Urge may connote several meanings from the context of the ATC announcement, eg. time, entreaty, etc. I doubt it would mean a time pressure because IF the market smells blood the placement would, at best, be viciously (to ATC) be renegotiated.
