IMVHO It was always going to be the Malaysian contacts would backstop any need for short term capital. I suspect that's why Iggy appeared relaxed about it. As am I. I think a lot of it is in the current price.
Certainly not totally unexpected form ATC. It's been done before too.
I know people got bent out of shape at the raising post the 17c SPP. However, I don't think this one will be a massive raise or at a massive discount. He's being somewhat fair and saying you want a piece and you're big enough call me. That may help price tension.
