There are milestones to be met for progress payments in an epci contract. Lenders will want an independent expert to make sure all is in order before releasing funds for each progress payment. There are also other project risks the lender will want to make sure are met each step of the way. Some small parts of the contract may not be lumpsum though I am not sure of that without the contract to peruse.
