Sounds like they need to raise money to buy PLX out or at least increase their share of the resources. No one likes CR but sometimes it can actually increase the share price. I would of rather them release oil flow results first then do a CR but the management team have been doing a great job so far and they have all the intell, this strategy may be best way forward,
