If the halt was to do with a capital raise I would agree as the current share price is relevant to negotiating a placement price. In this case there is no talk of an associated raise so not relevant.
At the end of the day, once an agreement (that is material) becomes sufficiently definate, they have an obligation to announce it or seek a halt until they can announce it.
Agree it is interesting that the agreement has become sufficiently definate around 4C time but it is what it is.
