    November 11 announcement lists ODI and FIRB approvals as a condition precedent. Jan 31 announcement updated the deadline for FIRB approval to Feb 28 ie, today.

    Seems likely today’s halt is due to approval not being received yet. No need for an elaborate theory or vivid imagination.
