You can pretty much C&P something almost identical from numerous other hopefuls but the simple fact remains that ROW continues to export NdPr into China due to lack of metal/magnet making capacity outside.
Until ROW NdFeB capacity expansion can be identified beyond current supply, as in future customers prepared to sign binding LT contracts, who in their right mind, incl Govt's, are going to lend $M100's to companies with no customers? Particularly with no commodity mkts at any scale as a backstop.
