    Dilution yes. But surely at an already low share price the public expected OSH to fail. With 1 billion the company will survive and ut has great assets. Throw in an opec agreement and 1 billion the share price could end up at $3.5 IMO. Now if OPEC and USA come together a agree a 15million barr e ll cut OSH may thrive IMO
