Because PET's announcement says it is for fundraising as does the media and a broker.
China is notoriously poor for paying their bills, regardless of length of term of credit. China normally have 90-120 day terms, but often they never pay, and that's what I fear with PET.
SEH had $100mill+ owing from Chinese government owned companies for gas production and sales, and SEH eventually gave up trying to collect the cash and sold the company to the Americans to deal with them.
