I think the government contract law retrospective adjustments will eventually fall over and the fear will keep the share price below fair value for quite a while. It does seem like investing in the spp is like catching a falling knife at the moment. The low of $7.56 this morning is more than 2% lower than the VWAP of $7.745 on day 1....but who has a crystal ball?
