I think this is the confirmation you need that burrasa75 is possibly talking out his ass, or at least being somewhat economical with the truth. The SA Mining Act of 1971 has recently been replaced (amended?) by the Statutes Amendment (Mineral Resources) Act 2019 and there is a review process with a completely new Act expected in 2020 - no significant changes to legislation 10 years ago.
Your question 2 asked about notices of entry onto privately owned land (either pastoral leasehold or freehold) and he has conflated permission from the owner of any Exploration Licence with that of the actual land owner, two separate issues, and obviously usually two different parties.
If he is Fossicking then he still needs permission of the landowner under the Mining Act of 1971 and the new Amendments of 2019 otherwise they are trespassing on the property of the owner of the land. Fossicking is allowed on Exploration Licences (EL's) with permission of the land owner but fossicking is prohibited on Mining Leases, Mining Claims, Retention Leases, Misc Purpose Leases, Private Mines etc etc. As soon as you use a mechanical device to disturb land you are no longer fossicking but are in fact mining (and probably illegally if you don't have a granted mining lease).
Your question 3 relates to the definition of "next to it" and in particular how "next to" AMG's exploration ground any of those photos are? Thats difficult to quantify.
