Both these posts are nonsence. The DRC has mines, Africa has mines, and many are owned by foreigners, so what is your point.
But lets get down to some facts - 1 in 100 exploration plays ever get to mining, because most do not find a viable resource to mine. Australia itself is littered with failed exploration plays. You only have to look at the ASX and compare today's list with one 10 years ago to work the extent of spec plays that have gone broke in teh last 10 years.
So you talked about Pallidin, a uranium play, going from $10 to 10c. The Australian sharemarket itself is littered with casualties of companies going from a MC of hundreds of millions to virtually nothing - like HIH, and don't get me started on all those failed dot com companies from ERG, Sausage etc etc. Then we have all those resource failures from Poseiden through to Bell Resources to Bond Corporation to Sons of Gwallia etc etc. Anaconda almost went bankrupt (Murrin Murrin projectnow owned by Glencore), Ravensthorpe was a disaster when it was owned by BHPB as was its HBI project as was its Beenup Minerals Sands project. I could think of these casualties as I was writing this post and could write aboyt many many more - they happen, full stop.
But going back to exploration plays, most fail whether located in Australia or anywhere else, because they fail to have the resource. If you believed the nonsence you just posted, Africa wouldn't have any mining companies operating in it, as well as some of those countries in South America.
The ASX is littered with corpses as well in the past. Find a viable resource like AVZ has found, it will get mined
