Seriously why bother raising such a token amount of 5 million from retail. 5 million is 166 shareholders worth at $30,000 and the company has 7000 on register. 7000 shareholders at full amount would be $700, even if only 10% of shareholders apply you will get $7000. If your going to have such a low amount reduce the maximum applicable $ level, who wants to tie up $30,000 for a month.
