Domster, they have planned a huge drilling campaign on several fronts - that will cost. If they raise, let's say at 1.3c, then we could see 300m shares issued plus 1:2 oppies at 2c. Yes, that would double shares but still at low MC. But maybe they just go within the 10-15% to avoid sh approval, it all depends on the cost estimates. No cash no drill, a lot of cash many drills, that's the way it is.
