"The trading halt is requested pending an announcement by the Company in relation to a proposed material licensing transaction and capital raising;" - if it's only 'proposed' it's not definite yet, so maybe it all relies on them able to secure funding?
I would have thought that if it was anything big, we may have seen some movement up in the share price prior to this - then again SUD isn't on the radar fo many investors!
