The insto's that got their fill at 68 cents, albeit only $3M, would be unlikely to be arbitraging now as M7T management would be tracking the register and they would want long term holders. I participated in the 60 cent raising as an SI and I was only allocated stock as my broker trusted that I would be a long term holder. I also was invited to participate in an off market transaction at 82 cents. Management know what's going with the register on a daily basis and the funds that buy then flick stock gain a reputation for that practice. In respect of the price at 92 cents, anyone can arbitrage at the moment that's participated in the cap raising at 62 cents but why would you ? Sure you can feel good about making a quick profit but why would you want to sell any stock at all unless your just trading the stock and moving onto the next company ? Will be interesting to see what % of stock get's issued in "overs". My prediction is around 35%.
