    Not exactly the best market to raise capital. If MRC is moving forward with this it is a sign that, despite all operations and previous CR, the company is still bleeding. Management ought to have better preserved cash (salary cuts!) at the start of the pandemic, it would have given holders more margin to better plan the CR.
