This is how i see it also, Siemens may well have made an offer of some sort of JV / partnership if they could buy a portion of the business, retail investors might not even get any or very few. It would be a brilliant result of course, would speed up development, and give the share price a massive kick.
Just IMO and in no way based on anything i have heard.
