Sorry Ozpaddeo, I strongly disagree with you.
It was not a grant - I know they called it that but I have read the contract that went with it. Further, Grants by Govt require to submit an application for consideration in making a decision whether to fund or not - we all know there was no submission/application and there were other organisations which could have done the work equally and better than the one they gave it to.
So, there is a precedent set for Govt to allocate money for work without tender or application. The Govt has demonstrated it is well within its power to hand over money to DRO or any other organisation(with a contract) without a tender or call for applications.
Not saying it should, if fact I think it was unethical and bordered on corruption.
