She may well know all of the dynamics driving the market. However, she may also have her hands tied.
The company is worried about being able to sell to China without Chinese manufacturing, so therefore she has no other choice but to try to pursue Chinese manufacturing, even though she is aware it will limit the potential of the brand.
It may be that she is picking the slightly better of two bad situations.
She may well know all of the dynamics driving the market....
