I'm not sure if they had anything that resembled a "strategic partnership" or JV before the TH and suspension. The mere mention of it suggest something more formal to me. It can take time to iron out the terms of such agreements and as THs expire the suspension at HCT's nomination is appropriate. I should think they've been burnt enough (as have share holders) from announcements that were not clear, somewhat misleading and half cooked. If they're taking the time to do it right this time it could be a good thing.
