You would have to think the US government might be wanting to control the supply of this therapeutic since they are heavily invested already and funding the $50mil ARDS trial in 17 hospitals - just like the vacine situation deals being cut everywhere.
US government may have said approved and btw we want to take 80% of your supply locked in for ARDS treatment in the US. As FDA will know other countries will jump on this treatment.
So the prepared announcement is being modified.
Does make sense.
