A delay with the FDA shouldn't trigger a TH. While there are people who want to HODL at all costs, there would be others who might like the opporutnity to manage their holdings in the event of an FDA delay.
An FDA delay wouldn't be a price sensitive market announcement in any case. Hardly a good reason to issue a TH.
