Yeah, definitely the pilot plant. But let's not forget JP has spent a lot of time in Argentina meeting locals, Argentina's government and would have made a lot of contacts. The fact that he is Chilean/Australian would help with the language barrier and I'm sure his enthusiasm on the project and meeting with local communities would have made a good impression. From what I have heard of projects in Argentina, Bolivia, Chile, etc, local contacts are very important to go through burocracy/administrative issues and would probably help to obtain permits, etc quicker.

You are right by saying that others have taken longer to get online and I guess that's the benefit of not being the first exploring/producing in the region. They would use same companies, same contractors who would have learnt from previous mistakes and delays and I assume, improve the processes to be operational quicker.
