I wouldn't look at shares on issue in isolation without market cap.
If shares on issue were 115m in Feb2019, what was the share price and MC, around 20 cents? MC of $23m?
Would you agree given a MC of $150m now, those funds were put to good use?
If they were raising funds, creating dilution and not growing the business and MC thats obviously negative.
On the contrary in this instance, growth appears to be accelerating.
