I agree with you, why not just wait until closer to the AGM, or do the usual multiple Tranche approach.
The only reason i can think is that maybe CE was worried with Taurus selling out, the share price may have continued to fall and would jeopardize the price that they could have raised at? Not sure, just my thoughts
