Hi mate, my two cent worth (coming from manufacturing industry experiance). I think this CR is to pay the Fab (one who is going to manufacture our product). No manufacturing industry will manufacture anything for free, they have running cost, for which the owner (WBT) needs to fund to manuafacture anything in thier production line. Hence what I feel is they will come to an agreement, that WBT will pay the Fab (this covers the Fab's financial risk) and then announce the Fab to market.
I think this CR will be for institutional investors but WBT will give the SH a choice to participate.
