I’m talking from a payments aggregator point of view. Aggregators are the providers to retailers etc that offer the payment gateways and transactional fees for proving payment services. They require an institution like a bank or First Data payment group to access bank and customer details and hold rebates from transactions. Think ATM providers but in this case it’s a payment at Point of Sale.
