Doubt its a duster. If it was a single, one and only exploration hole by a company, then a TH could be called prior the result, duster or not. But when you are in the midst of a drilling campaign, with multiple holes, should a duster occur amongst that then a TH is rarely called, they just move onto the next hole in the campaign.
