If this is what's happening (and I think it is), I don't think the FDA will be able to do anything more than give an initial indication as to their eagerness to review MSB's application once it's fine, as until an EUA application is filed, the FDA doesn't have anything to review at all.
It will happen quickly once filed, if MSB agrees to halt the trial. I have a feeling that for this one (as opposed to GVHD, and particularly after the shellacking the FDA took with reviewing the vaccines applications...), the FDA will EXPEDITE THE HELL out the application once filed.
But I don't see anything like an FDA approval being in the announcement. Seems way too rushed.
