It's not uncommon for companies to finalise their subcontract supply arrangements after a head contract has been signed. I'm sure ADO would have negotiated key supply terms with Ellume over the past month or so (during Ellume's discussions with the US Gov). Now the Ellume announcement has been made, this Trading Halt would enable ADO to lock specific supply terms with Ellume (to match the head agreement) and for a supply contract to be signed.
