Pitt obviously has NOPTA opinion
NOPTA has finally given Advent its answer it gave Pitt (approval)
next step NOPSEMA
although Pitt hasn't approved yet it would be smart to continue as if he had
and since NOPSEMA cant start without NOPTA approval then maybe why the TH is required as
we now have NOPTA approval meaning while we wait for Pitt we start NOPEMA ???
