2 scenarios that I can see so far and can stand to be corrected
1. this is to consult on some nopta issues before approving permit ( not likely in my opinion )
2. as it has been said many times...after permit is acquired pep11 will have to go through an environmental process before drilling. and just like all the other specialists breeze has hired BEFORE needing them....this is simply another one.
