I hate proving people wrong....but when they have no idea and are trying to mislead people it makes it much easier.
PEP11 is between 5km-45km off the coast of Newcastle. The permit would allow them to erect a rig anywhere within than permitted area.
From 57m (average height along that coast) above sea level you can see the horizon at 27km away. Add a 100m high platform on that horizon and you would see it in its entirety anywhere up to 39km out to sea. (Basic geometry)
