I'd prefer PH2 not dilute shares at all.
Finance repaid within a few years is always preferable to 100's of millions of additional shares. Not to mention the State and Federal Government grants which are constantly under review.
However, if they must; I hope it's only offered to Institutional Investors, there's been more than ample time for retail investors to accumulate at low prices, and it's not like the merger had been a secret or accomplished overnight.
