What do you mean "I hope its not a CR"?
If you read the 1page announcement its requesting a trading halt for a "material capital raise". So you are certain to get diluted, and probably by a "material" amount. As others have said though, no problem with this if the CR funds grow the company by more than the dilution.
Korea plant was scoped at 35-45Mil US (circa 50Mil AUD), which I suppose is material, but IMHO only just. I am hoping/expecting what @Leapzig said, something much higher to really ramp things up and perhaps get a start on the Dubbo plant. Maybe put the CR with government funding?
Personally don't need a SPP, got these for free from ALK and happy with my holding. Rather see it all go a cornerstone investor with aligned interests like Korean offtake partner (as other have suggested). By now IG and DW should have a good idea which partners they can trust and work with long term.
