    It shall be above 2.6 at a minimum... It should be the final offer - I can't see this progressing any further.
    As TNK knowz about this upcoming proposal, one can guess that they have been in a negotiation for a while and finally agreed on the price - now its up to the lawyers and finance ppl to draw the offer and acceptance.
